RE: Question about consistency using compressed files..
The thinking is that the Compressed attribute makes sense on the File
attribute because it applies to the file itself. Basically it reads, "File
Compressed? Yes/No?" On the other hand, the Merge element talks about
Merge Modules that have Files that are Compressed. So in that case it
reads, "Merge Merge Module's Files Compressed? Yes/No?"
I would be concerned about confusion around "Merge Merge Module Compressed?
Yes/No?" because you never merge a Merge Module compressed into a MSI.

I noticed that when including files in the cab that it is done using two
different values depending on where it occurs. In Merge by setting
FileCompression and in File by setting Compressed. Is there a reason
why they are different or did it just happen by chance? I'd think this
could be changed in a future version to make it more consistent if there
isn't a valid reason to keep it like it is.
